The cardinal houses are also called as the quadrants in Vedic astrology. Zodiac has 12 signs of 30 degrees each hence taking from any sign there will be three groups of Cardinal houses .

They are:-

   Aries(Fire) – Cancer(Water)- Libra(Air) – Capricorn(earth)
              
   Taurus(Earth)-- Leo(Fire)--- Scorpio(Water) –Aquarius(Air)
           
  Gemini(Air)—Virgo(Earth)—Sagittarius(Fire)- Pisces(Water)

The cardinal houses are like a platform which supports life. Very seldom all the 4 cardinal houses of any group are occupied by planets. When such a thing happens it is known as Chatussagara yoga or that persons name will spread across the four oceans of the earth.
The first group is more powerful than the rest because Sun gets his exaltation in Aries, Jupiter in Cancer, Saturn in Libra and Mars in Capricorn.

Where as in 2nd group, Moon gets exalted in Taurus, None in Leo, None in Scorpio and  none in Aquarius

In the 3rd group, None gets exalted in Gemini, Mercury in Virgo, None in Sagittarius and Venus in Pisces.

So in the first group if the ascending sign becomes Aries with sun (with in 20 degrees)
Jupiter in Cancer (with in 10 degrees), Saturn in Libra(  from 10to 30 degrees) and Mars in Capricorn with in 20 to 30 degrees the person will be an Emperor ruling the earth

Lord Shri Rama had this combination with cancer ascendant with Moon in it, Saturn in Libra, Mars in Capricorn Sun in Aries. He ruled the earth as an undisputed emperor with justice and truth which is still spoken today.

One aphorism says “If there is no Venus/Mercury in the ascendant, Jupiter in a quadrant and Mars in 10th how can the native flourish?”

Thus we see that the cardinal houses become the foundation pillars of a horoscope on which is built the entire structure.

An interesting point is if the cardinal houses of a sub-divisional chart are stronger that particular aspect of life will flourish to give the person Growth in one specific direction. This is how specialists are produced in various fields.
